It's Ancient Romanian. Yoko Kanno is well known for her experimentation. Take the songs she composed for Ghost in the Shell 2nd Gig for instance. "Inner Universe" Is written in not 1 but 3 languages and none of them are Japanese. I believe that particular song is a mix of Russian, English, and Latin.

I would naturally assume japanese... but the lyrics don't sound japanese and it doesn't seem to follow the phonetic system tho, which is why I'm confused =X
